more isolated task execution tweaking

* set a more reasonable default `AWX_ISOLATED_CHECK_INTERVAL`
* make manual cancellation work for high values of
  `AWX_ISOLATED_CHECK_INTERVAL`
* remove the `/tmp/ansible_tower/jobs/` symlink directory
